find people that help people fill out ecitizen .

if I can get people to fill out a survey. I get more emails for less money. because, they will get the people to fill the survey. for a shilling per survey completed and I'll get an email for a shilling. then I can market to that email over and over. until they convert.

vs having them trying to covert the person for 50-100 shillings. since I only expect to achieve a conversation rate of 3% . then getting a survey completed by so many users is a better roi. and the survey can also track the person who go the most survey completed and in return I can pay them based on how many unique and valid emails completed the survey. 
I can't track who got someone to signup on the email. but I can track who got someone to complete a survey and pay them for that service. 4

if they enter a invalid email that is the problem of there person who collected the email. they will get a confirmation of the people that completed the survey and clicked on the email results. they will also have a page that tells them how many emails were valid. give them a tool that tells them what emails were collected and which were valid. and which completed the survey and which clicked on the email link.
